If you don’t know about hosting yet, you are getting ahead of yourself here. A social networking site will require a bunch of backend code and database knowledge.
In response to your actual question, you would really need to find a local datacenter/internet access service where you can park your own servers and have a dedicated internet pipe. I say local because you will want to be able to upgrade hardware and so forth.

You need some people to make the script and design. Also you have to promote it. It’s easy if you have a good budget.

First I would suggest you check out “ning.com”. You can create your own social network with quite a lot of features and they do usually update their services. The free version comes with text ads, but you can pay them to remove it or host your own ads.
Secondly, if Ning doesn’t have the features you were looking for, it would be best to start your own site, and this will mean creating a team of programmers and designers.
It would be best to start with an open source project. You can find many just by googling “open source social network” or you can begin from scratch. It all depends on whether you have good programmers/designers and how much you are actually prepared to invest (money or time wise).
